Forced Labor
Version 1.01
For Tropico 5 v1.10

New Edict: Forced Labor. Every unemployed citizen will attempt to fill an open education or job slot.
Changes the frequency in which a citizen will look for school or work.

Notes:
By default a citizen will attempt to find school or work when they arrive on the island or when they are "idle" AND at their residence. If they are not at home they are given the command to "rest" which sends them to their home and no attempt is made to update their education or employment. This mod changes it so when they are "idle" and not employed, retired, or managing a building they will look for school or work. This mod does not change how they go about choosing but increases the frequency they look. The end result should be citizens going from unemployed to working quicker. If it's not quick enough for you then you can always issue the Forced Labor edict.

Instructions:
  1. Download and install Mod Loader 2.4. Follow the instructions!
  2. Download this mod.
